9th International Conference on e-Identification and Trust Services
ZEIDES 2025
You are cordially invited to the 9th International Conference on Electronic Identification and Trust Services, ZEIDES 2025, which will take place on October 23, 2025 at the Brdo Congress Centre.
The program of this year’s conference, traditionally organized by the Slovenian Association for Electronic Identification and Electronic Trust Services in cooperation with Palsit, will focus on solutions and services for the digitization of the public and private sectors, with an emphasis on electronic identification and authentication of persons accessing electronic services online and offline, as well as electronic signatures and other trust services related to the management and storage of records in electronic form.
Following the entry into force of the eIDAS 2.0 Regulation on May 20, 2024, the EU Commission is accelerating the adoption of implementing acts, which are a prerequisite for the provision of a European Digital Identity Wallet (EDDI). This conference will discuss the key elements of the technical specifications and procedures set out in the implementing acts, which will enable Member States to provide at least one EDDI by the end of 2026. In order to fulfill the conditions for the issuance and use of EDDIs, amendments and additions to certain laws are required in Slovenia. E.g. the Electronic Identification and Trust Services Act (ZEISZ).
The increasing digitalization of business processes leads to an increased use of electronic signatures and other trust services. At the same time, the question is being asked, particularly, but not only in the private sector, whether it is time to switch from paper to electronic business operations. This raises the question of what type of electronic signature should be used to ensure that the electronically signed document has the desired legal and other effects for the signatories and the relying parties. The employment contract will be used as an example to answer these questions and to argue for an immediate switch to digital by default business operations, in line with current regulations and ensuring the highest level of trust in the identity of the signatories and the highest level of legal certainty of the electronic signature.
The importance of trust services for the secure operation of systems and services in a digitized society has been highlighted by the NIS 2 Directive, which classifies trust services as a highly critical sector. To implement this directive, the government has submitted a proposal for a new Information Security Act (ZInfV-1) to the National Assembly for adoption, which classifies providers of qualified trust services as essential entities and other trust service providers as important entities. In addition to the obligations that the ZInfV-1 will impose on trust service providers, the conference will also discuss the benefits that the law will bring to individuals who rely on trust services.
Particular attention will be paid to the DORA as an EU regulation that has directly regulated the implementation of certain requirements of the NIS 2 Directive by banks and other financial organizations in the Union. As the processing of e-identification and authentication data, and usually also the use of trust services, entails the processing of personal data, the conference will also pay due attention to the provisions of the SUVP (GDPR) and ZVOP-2 (Personal Data Protection Act), in particular the requirements of the eIDAS 2.0 Regulation in relation to dealing with security breaches or loss of integrity of trust services involving personal data.
This is the framework for ZEIDES 2025, an event that must be attended by all those responsible for the efficient, credible and secure digitization of business and administrative processes in the public and private sectors.
