At this year’s conference, we will review the activities at the EU level and in Slovenia regarding the field of regulation, solutions and services of electronic identification, authentication, electronic signatures and other trust services.

Some of the themes are:

On March 28, 2022, administrative units began issuing new, biometric and electronic identity card. In addition to data for proving identity and citizenship and crossing the state border, the identity card also contains data which enable electronic identification and authentication for accessing electronic services and electronic signing in accordance with the regulations governing electronic identification and electronic signature.

On August 7, 2021, the Act on Electronic Identification and Trust Services (ZEISZ) entered into force, regulating the personal electronic identity assigned by the provider of qualified trust services in the Republic of Slovenia, and the means of electronic identification used to prove this electronic identity, and an electronic identification scheme based on this electronic identity in accordance with the requirements of the eIDAS Regulation. ZEISZ has also regulated trust services in section, where the eIDAS Regulation allows this.

On the market, there is a growing range of solutions and services of e-identification, authentication and remote e-signature, via the internet or mobile phones, which incorporate various interpretations regarding levels of reliability and trust, defined in eIDAS Regulation and acts issued based on it. The consequence of this is the varying quality of the digitalisation processes based on authentication and validation of participants’ e-identities and which rely on trust services.

The processing of data on an individual’s e-identity and on trust services that s/he used, is considered processing of personal data which needs to be carried out in compliance with the requirements of the General Data Protection Regulation and valid Personal Data Protection Act, with particular focus on the provisions on data subjects’ rights.

Remote, m-business and e-business bring new security risks for providers and users of online and other e-services, which need to be controlled with appropriate technical and organisational information security measures. According to the proposals of new EU directives on the security of networks and information systems (NIS2) and resilience of critical infrastructure, trust services are classified as essential services and critical infrastructure.

The European digital identity wallet and new trust services within the framework of renewed eIDAS Regulation! The EU Commission introduced a normative framework for trusted and safe digital identity, available to all EU citizens, based on a digital wallet installed on the person’s mobile phone.
