This year’s conference will focus on the implementation of the eIDAS 2 Regulation, which entered into force on May 20, 2024 and brings a number of changes and innovations in the field of electronic identification and trust services to enable and facilitate the exercise of the right to participate in the digital society in a secure, reliable and trustworthy manner for public and private entities and individuals in the European Union.
In order to implement the new solutions and services efficiently and uniformly, the European Commission (the Commission) must adopt more than ten implementing acts following the recast of the Regulation and the relevant national provisions must be amended and supplemented accordingly. In Slovenia, these are in particular the laws on electronic identification and trust services (ZEISZ), electronic commerce (ZEPEP) and the protection of documents and archives (ZVDAGA), but also a number of sectoral laws on electronic signatures and the issuance of various official and other authentic certificates in digital form.
The Commission has already drafted five implementing acts that will define the technical specifications and organizational procedures for issuing the European Digital Identity Wallet (EUIDW). The acts must be adopted by November 21, 2024 and are a prerequisite for Member States to provide at least one EUIDW by the end of 2026.
Most of the other implementing acts relate to new trust services and must be adopted by May 21, 2025. Among the 14 trust services, we highlight the new services of electronic archiving of electronic data and electronic documents, remote management of electronic signature or electronic seal creation devices, issuance and validation of electronic attribute certificates and recording of electronic data in an electronic ledger.
The eIDAS 2 Regulation extends the requirements for service providers to providers of non-qualified trust services. This provision, in conjunction with the NIS 2 Directive, which classifies qualified trust service providers as essential entities and non-qualified trust service providers as important entities, extends the range of public and private entities that are required to implement the renewed eIDAS Regulation and information security rules and increases the compliance threshold that these entities must cross when providing electronic identification schemes and qualified and non-qualified trust services. In addition, the processing of electronic identification data and trust services generally involves the processing of personal data, so providers and users of these services must take measures to ensure that the processing complies with the General Data Protection Regulation and the ZVOP-2.
This is the framework for ZEIDES 2024, an event that must be attended by all those responsible for the efficient, credible and secure digitization of business and administrative processes in the public and private sectors.
